Govt. Jobs in Haryana:: Deserving Candidates???

A comparison of selected candidates with one Not-selected candidate: This is regarding the selection of Drug Control Officers by Haryana Staff Selection Commission, Panchkula in July, 2009 against its advertisement No. 2/2008 and Category No.10

Here I have compared the academic records of selected candidates with only one candidate because I don’t have information about others. I got the information of only selected candidates under RTI , awaiting for other information.

My questions:

1) If the selection process was fare, then why the Staff Selection Commission is not providing the information related to Merit List.

2) The above table indicates that Candidate1 is far ahead of others in academics, then why that candidate was not selected; one can perhaps think that others performed better in interview.

a. Now, how can a person who has not worked in this sector (Pharma Manufacturing), outperform in interview as compared with a 8 Years experienced person? Are interviews meant for giving favour to some people?

3) The average duration of interview for this post was about 1 minute, can I interview panel evaluate a candidate in such short duration?

4) There was a complaint regarding the experience of one of the selected candidate 6 months before declaration of result, why did not HSSC (Haryana Staff Selection Commission) bother to find out the facts before declaring the result.

5) As per HSSC, they don’t prepare the waiting list for 2nd class or higher rank posts, at least in this scenario they should have enquired about facts of complaint. I also doubt if there really exists any such law regarding waiting list.

6) Is there any legal action taken against the selected people who fudged the experience certificates? Is it not a cheating and should there not be a case under article 420?

7) HSSC is giving 33% weight age to interviews, whereas there are Supreme Court verdicts limiting interview to max. 20%.
